However, if an agency, private business, or other entity wishes to support a specific program or business, it must receive those grants only on its behalf. This means that if an individual university wants to purchase a new research or technology development center, they might not be able to obtain those federal grant numbers that they would otherwise request. Similarly, the individual private business, government, or other entity would not be eligible to receive a business-sponsored study from the Department of Health and Human Services since that would allow them not to use the government’s funding.
