A grant is a small amount of money that’s provided to a small agency or group that seeks to provide services or expertise to its customers. While it may seem that a grant doesn’t directly fund innovation, it does provide direct funding within a government agency or group. It does not provide for the provision of new software. So grants can be provided to government agencies for new services or technologies, rather than grants that will support the continued improvement of existing services or technologies.
In addition, each program is managed by the government. Each project is overseen by a private group that has control over its funding and administration (see figure S10 of these Guidance Documents). For example, we provide grants to a large organization in order to develop some new or exciting technology. We also allow that group access to some financial support for these projects. For example, we allow grants to a large organization in order to develop the development of a new product.
The U.S. Department of Homeland Security grants grantees can either receive funding under the Department of Homeland Security (DHS) RD Agreement or under another program funded by the U.S. Department of Agriculture. The funding provides for the development of research, development and technology to meet the national security needs of the United States (1).

Do We Need to Allow Grants to Be Determined Under the Determinal Period
The purpose of the grant system is to ensure that the grantee has a realistic prospect of receiving funding for the following purposes
Making available new tools for data collection, analysis and reporting.
Developing innovative solutions through the use of technology.
The Department of Energy (DOE-funded research and development) can provide funding through a variety of programs ranging from grants to projects to the Environmental Impact Statement (EIS).
If the grantee is unable to qualify under other provisions of the Determinal Period other government agencies that could be able to support a research program as a part of the DOE-funded research and development program, such as DREAM Act and Deferred Action for Childhood Arrivals programs the grantee is excluded from further funding.
