This grants each state’s program on its own. The federal government is able to send hundreds, even thousands of grants. But not everybody gets those funds, and in some cases, because it has to split money between states and the federal government, some states get more than others. The average state sends around 2 billion a year in grants.
It’s possible that one or two states may be able to make the difference if each state uses different funding methods, as there are several other examples, like in Connecticut and North Dakota, where many of the state’s programs end up in the same categories of funding, but not necessarily in the same categories at the same time. Some states also can do it by offering grants. Some states can do it by offering grants on its own.
For example, in South Carolina the agency that provides the grant payments sends a statewide 5.7M per year grant per district. In South Dakota the agency sends a 2M per unit of federal funds per day per state for 30-day grants, but in other states agencies use more limited cash to fund programs that do not require state support. In this context, the federal government is often the largest money recipient, so the federal government will use money that gets from the states.
In the Northeast, the Department of Education provides states with money to spend on other priorities. By most measures, money is distributed evenly to states, regardless of budget situation. But in a few states that do provide a statewide money network, the federal government makes the best use of its money to expand those programs.
States can also take advantage of federal dollars. In Georgia, schools spend about 6.3M of the district’s total 16M every year to support programs with more than 600 students. In South Carolina, the agency gives 2.5M a year for the State School Funding Development, but schools have to spend between 2-5.3M to pay for their new teacher assistants. And in North Dakota, the agency gives about 100K per year.
In Maine, the federal government pays roughly 4.8M per year for funding for the North Carolina Department of Education’s North Carolina-Korean language language teacher program (NCEGPL). That means that about 40 of North Carolina’s 16M annual funding comes from federal grants.
