There are three phases
A grant is granted to pay all expenses (for example, costs associated with the development of the site). The application for a grant will be completed using the application process as determined by the Council and the appropriate State agency to cover the cost for each additional phase or phase. The application will be submitted to the Department of Human Resources or the Community Development Block Grant Authority for funding. For example, in accordance with subsection (5) of this section grants may be submitted for projects funded by the State Agency for Cultural Affairs (CADA). This funding may include, but is not limited to, building and other maintenance obligations of the Department of Human Resources (DHR) or local and community development partners (CDP) of an area.
The application must identify an appropriate project target within five (5) years following the grant date (including the project number). A State agency or CDP must receive a report of its funding activities by the end of the grant period. The reports required by subsection (5) of this section must have some form of cost sharing and include any required costs incurred by the State agency or CDP.
A grant may be awarded to an organization or individual that provides services to or receives the services of an individual whose job entails performing services that may be regarded as being in the public interest or in the service of the community.
If the funding agency is engaged in the provision of services or for services to or from local governments, its services may be considered in the public interest or in the service of the community.
Subsection (a) does not apply to activities carried out without the approval of the Government for Public Works, Government Performance Technical Assistance andor the Community Development Block Grant Authority or Government Development Block Grant Authority. It does, however, apply, if an individual is awarded an award to develop, maintain and operate the site or its facilities for use in the community.
A grant may be awarded over five (5) years from the grant date if a State agency is the primary provider to the Government for community projects. This is in accordance with subsection (f) of this section. Government assistance, for example, is payable to or in the name of the individual. The individual would require a State Agency or CDP to include some form of public support to the Commonwealth and community development activities that are necessary to fulfill the Commonwealth’s interest, such as those that may be required by the law or good working practice of the Commonwealth.
