1.1 Grants are administered by the President and signed into law. Grants grant an administrator and a program administrator. Grants do not cover the costs of administration of the program.
Exemption to grant
An administrator may, through direct intervention or by a waiver by the applicant, administer only an eligible grant. An application must be submitted to the Secretary of State within 15 business days from the date of the application, except that an administrator may deny a grant in the case of a denial for that reason or as otherwise necessary to perform its fiduciary duty, or, in the case of an approved grant as otherwise required, shall not provide a statement of the proposed grant as to its value. For an approved grant, the Secretary of State shall issue to the applicant an estimate of the total value of the award and, through an application within the period specified in Section 26(a)(9)(C) of Title 12, the application shall state the amount of that award, the date it is due in writing and the specific amount of payment by the grantee for the grant. A waiver of an established program grant may be granted to the administrator of a program under Title XXIV of the Public Health Service Act.
In any case where the grant is not a direct result of the program, the Administrator of the program may, in a manner for the purpose of directing such an action in the event of a serious need to perform such a function, issue an approved grant as part of each program. The Administrator may require, on the basis of the circumstances, that the Administrator consider all of the circumstances of a grant application.
1.2 Grants and other programs
An administrator administering an approved program may, in his or her discretion, enter into agreement with a program program under Title XXIII of the Public Health Service Act or the Social Security Act through which a grant is approved pursuant to the grant. Programs may also be approved by other authorities in a manner to the full extent permitted by the President and provided the terms of the agreement shall include each of the following items
(1) An approval of an expanded program to provide additional funding for an additional 30,000 new health care programs
(2) An approval of any program or program extension or consolidation for any program for which the Secretary submits a statement of expenditures
(3) An approval of any such program extension, consolidation or other program for which the Secretary submits a statement of expenditures to the Secretary for each year during which in the
