In August 2017, the Department of Homeland Security released an extensive investigation into the security practices and behavior of U.S. troops in Iraq and Afghanistan.

The following report outlines the findings of this report and others that resulted from various interviews with more than 70 government, independent, and military members.

On Sept. 14, 2016, DHS released a brief update to its internal investigation of the Iraq and Afghanistan Veterans of America (IAVA) program at the Department of Veterans Affairs’ Office of Management and Budget (ODB). In that update, U.S. law enforcement and national security personnel interviewed and approved four individuals who had committed criminal violations of the ICAV law, a designation given to U.S. troops in Iraq and Afghanistan in 2001.

A spokesperson for DHS declined to comment on the case at this period, however, did indicate that the ICAV program is not part of the Department’s overall approach to veterans affairs. However, in its response, the Office of Management and Budget also said, we are reviewing DHS’ process for approving the ICAV program.

In light of DHS’ decision to release the report, it was important to document the reasons why a decision to allow the ICAV program to be terminated after the end of FY 2015 and to discuss with Congress the reasons this decision should be made.
